The CIEP is a public institution under the French Ministry of Education. It has two main fields of activity: education (general, professional and higher), and languages (French and foreign languages, certifications and evaluation). Its two principal missions are to promote French expertise abroad and to internationalise the French education system.

Around 230 people are employed at the CIEP, 23of which work at the Centre ENIC NARIC France.This department is in charge of issuing comparability statements (attestation de comparabilité) for foreign qualifications as well as providing information on regulated professions in France, the French education system, and the recognition procedures of French qualifications abroad.

The comparability statement, which replaced the previous study level recognition document in September 2009, compares the foreign qualification to a level within the French NQF and if applicable the EQF. As experts in the recognition field the ENIC-NARIC France has furthermore participated in several European projects aimed at the improvement of recognition practices and actively participates in such mobility projects related to higher education in Europe and credential evaluation.
